Ukraine International Airlines is selling cheap flights to Dubai from four European countries: the Czech Republic, Germany, Hungary, and Lithuania. Prices start at merely €247. Only 7 kg of hand luggage are included, but booking the Standard fare (which includes 23 kg of luggage) doesn’t cost too much, increasing the price by roughly €55.
You currently need to show a negative PCR test to enter Dubai, which has to be carried out within the last 72 hours.

You would first fly to Kyiv, from where you’d fly roughly 5 hours to Dubai. Both flights are usually operated using a Boeing 737.
