Pegasus Airlines is currently selling cheap tickets to the Middle East, with prices starting at €194 for a roundtrip to Kuwait and €233 to Lebanon’s capital Beirut. Though Pegasus is not exactly the most popular airline on earth, the relatively low surcharge for a 20 kg piece of luggage does make this deal interesting, as the cheapest bundle adds just €75 to the flight price on their website.

If you want to bring a 20 kg checked bag, the Essentials fare offered in the flight selection is your best option. To Kuwait, it costs €35 per flight, while adding a 20 kg bag later in the booking process adds €45. These numbers my fluctuate depending on ticket cost and destination.
